Description of series

Scope

The records in this series relate to the various functions of the State Savings Bank of Western Australia between 1863 and 1931. The earliest records include information on depositors’ accounts from the year in which the Bank was first established as the Post Office Savings Bank. The majority of the records in this series were created after 1900 and deal with the everyday business of the Bank in the form of depositors’ ledgers, pass books, specimen forms, instructions and staff records. The series also includes records from the School Penny Savings Banks which first opened in 1907 comprising of instruction booklets, specimen cards and forms, and ledger account cards.

Types of Material

The main types of material in this series are:

Depositors’ ledgers: Containing information about account holders such as the name of the account holder, their occupation and details of transactions.

Forms: Specimen and completed forms relating to everyday banking business such as telegraphic withdrawals, joint accounts, deposits, payments and withdrawals.

Signature registers: Containing a register of the depositor’s details made when they opened their account including their name, account number and signature.

Biographical/historical notes

Establishment

The Post Office Savings Bank was established by the Post Office Savings Bank Ordinance 1863 following several earlier attempts to establish savings banks in Western Australia that had failed. In its first year 224 accounts and 10 branches were opened with the number of accounts and branches steadily increasing over the following years. In 1906 the Government Savings Bank Act No. 9 changed the Bank’s title to the Government Savings Bank. Arrangements were also made to establish the School Penny Savings Bank Department as a subsidiary of the Bank and the first branches opened in June 1907. In 1926 the name of the Bank was changed once again to State Savings Bank of Western Australia under the State Savings Bank Act No. 13.

Amalgamation

The first attempt at an amalgamation between the State Savings Bank of Western Australia and the Commonwealth Bank of Australia was made in 1912. When Commonwealth Bank Governor, Denison Miller, presented amalgamation plans for the State Bank in 1912 they were rejected by the Western Australian Labor Government. The Commonwealth Bank made further unsuccessful attempts to amalgamate over the following years. It was not until 1931 that the Commonwealth Bank’s proposals were accepted and an agreement was signed. The assets, liabilities and business of the State Savings Bank were transferred to the Commonwealth Bank at the close of business on 31 October 1931.
