The Commonwealth Savings Bank of Australia was established as separate to the Commonwealth Bank of Australia by the Commonwealth Bank (Savings Bank) Act 1927. The Act provided for management of the Commonwealth Savings Bank by a Commission composed of a Chief Commissioner and two other Commissioners. Until the appointment of the Commission by Parliament, the Savings Bank would be managed by the Commonwealth Bank Board, with the Governor and the Board having all the powers and functions of the Chief Commissioner and Commission respectively. The Commission was never appointed. Until the Bank Board was dissolved in 1945 by the Commonwealth Bank Act 1945, the Board carried out two distinct functions as Board for the Commonwealth Bank and Board for the Commonwealth Savings Bank. This arrangement was continued until 1951 when the Commonwealth Bank Board was reinstated.
The Commonwealth Bank Act 1945-1953 further established the duties of the Commonwealth Savings Bank in respect of the Commonwealth Bank, including savings bank facilities provided at branches and Post Office agencies and by private agents.
The Reserve Bank Act 1959 separated the Commonwealth Bank’s central banking functions from its commercial banking activities. The Commonwealth Bank was renamed the Reserve Bank of Australia, which acted as the nation’s central bank and was constituted separately from the newly created Commonwealth Banking Corporation, which operated as a trading bank and took over the savings bank activities.
The Commonwealth Bank (Savings Bank) Act 1927 provided that all books and records of the Commonwealth Bank that related to its savings bank business were to be transferred to the newly establish Commonwealth Savings Bank. This parent series comprises these records as well as all records not required by the Commonwealth Banking Corporation for ongoing business after the Reserve Bank Act took effect on 14 January 1960.
